POSITION SUMMARY:
The Director of Clinical Services is responsible for ensuring that clients receive clinically-appropriate care and provides leadership to create and sustain relationship-based therapeutic milieu in the outpatient setting. Ensure contracts and licensing regulations are understood and practiced. Responsible for assessing the needs of referred clients and coordinating ethical and effective services while following best practices and ensuring therapy is based on clients identified needs. Oversees the training and supervision of all staff/contract therapists and monitors documentation and contract billing. This position offers a 40-hour, 4/5 day work week.
REQUIRED SKILLS AND KNOWLEDGE:
-Master’s Degree in counseling, social work, or related field plus two to five years related clinical supervision experience in operating programs and services for a non-profit organization;
-Licensed Clinical Social Worker (LCSW) {preferred}, Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Psychologist (LCP) or Licensed Substance Abuse Counselor required;
-Must be independently licensed by Virginia
-Requires in-depth knowledge of clinical programs within an outpatient environment;
-Demonstrated program development and implementation skills;
-Minimum of three-five years of overall program management experience;
-Ability to provide coaching, mentoring and supervision to staff while ensuring compliance with policies, procedures, state standards/contracts, etc.;
-Knowledge of the Virginia child welfare and behavioral health systems;
-Must have high level of interpersonal skills to handle sensitive and confidential situations. Position requires demonstrated poise, tact and diplomacy;
-Works effectively and relates well with others including superior, colleagues, and individuals inside and outside of the agency. Exhibits professional manner in dealing with others and works to maintain constructive working relationships, displaying a team player mentality while respecting skills and talents of other team members;
-Cultural competency and sensitivity; knowledge of cultural and socioeconomic characteristics of clients served; and ability to assess and work with the diverse populations of Virginia;
-Ability to read, write, analyze, and interpret policies, procedures, and regulations;
-Ability to effectively present information and respond to questions from clients, families, staff, and external providers. Must have excellent verbal communication skills;
-Can work independently and be depended upon to complete work in a timely, accurate, and thorough manner and is conscientious about assignments;
-Must be able to maintain a calm, non-defensive attitude during crisis or potential crisis situations;
PREFERRED SKILLS AND KNOWLEDGE:
-Trauma-Focused Cognitive Behavioral Therapy (TF-CBT) knowledge and experience preferred.
-Knowledge of or certification in the Eagala or willingness to obtain certification
ESSENTIAL FUNCTIONS:
-Leads team for all clinical related services and develops behavioral health programs
-Provides leadership to create, implement and sustain relationship-based therapeutic services by integrating what is most effective for clients, based on research and experience;
-Oversees and manages all aspects of treatment planning and service provision to ensure clinically appropriate outcomes.
-Assists in the implementation of all counseling services and programs to include evidenced-based practice models, holistic strengths-based case management, healthy relationships, constructive coping, and interdisciplinary teamwork.
-Creates the structure and processes necessary to manage the department’s operations;
-Ensures services and program standards are delivered following policies and procedures, licensure and contract standards, professional standards and state/federal laws.
-Assist in hiring and trains, develops and appraises staff effectively by providing timely and accurate coaching and performance evaluations;
-Establishes clear and consistent expectations, goals and accountability for all clinical staff;
-Ensures staff completes required documentation, including client records, billing, service reports and administrative duties within contract timelines.
-Manages and oversees the clinical budgets and controls expenses.
-Ensures clinical compliance, licensing and contract requirements.
-Oversees the Incident Reporting process;
-Responds to investigations related to client care and staff conduct. --Directs agency’s compliance with the Health Insurance Portability and Accountability Act (HIPAA);
-Responsible to ensure that client records are maintained according to licensing requirements;
-Coordinates the clinical department’s Performance Quality ----Improvement (PQI) process to measure, assess and improve service delivery effectiveness;
-Provides timely and meaningful data for quarterly Performance --Quality Improvement (PQI) reports. Develops and implements outcome measures that track the quality and effectiveness of the Clinical Program;
-Provides on-going clinical supervision to all clinical staff in Department;
-Collaborates with external agencies and other departments within agency;
-Ensures excellent customer service by clinical team to internal and external partners, including agency staff and outside Case Managers, therapists, Probation Officers, Parole Officers, Child, and Family Teams;
-Facilitates Multi-Disciplinary Team Meetings;
-Facilitates Clinical Team Meeting to provide ongoing training, supervision, and sharing of knowledge regarding agency programming and policies;
-Promotes agency programs and services in the community;
-Maintains a climate which attracts, keeps and motivates a diverse staff of top-quality people;
-May carry a caseload of clients and therefore will need to meet and follow the Counselor job description as well.
OTHER REQUIREMENTS:
-Applicants are subject to meeting appropriate background standards required
-Must have current CPR/First Aid Certification (or obtain certification within 90 days of employment)
